It’s 25 years on income-driven repayment. So, starting from when you enrolled in an income-based plan. See this guide.

I have been paying for 25 years on my HEAL consolidated loan, 1st taken out from Sallie Mae and then transferred to Navient. I did work for the Federal Government for 17 years full time. Do I qualify for any amount of HEAL loan forgiveness?? Thanks. MJD

Yes, if you’re out of default and back on a repayment plan, you’re fine.

I went through the loan rehab and now have payments set up again.

You might want to speak to an attorney: https://thecollegeinvestor.com/19516/lawyer-for-your-student-loan-debt/
