This happened to my husband recently. He got the same response from DOE and Nelnet. He’s active duty military, so it makes no sense that he would request a student loan and Pell grants since he can get free Tuition Assistance thru the military. He is on the hook to pay. Both the DOE and Nelnet say in order to not pay and not effect his credit he has to know who the person who committed the identity theft is. That’s impossible to do as the person used parts of his historical info and made up other parts. The criminal had the wrong HS graduation year, school and state graduated in. The school did not even exist until late 2000s and he graduated in early 90s.

A lawyer would cost more than paying off the money to protect his credit. Any thing else we can do to not impact his credit?

Last year, my SS check was reduced by 15%. It took awhile but I finally found out that the Treasury Dept. took the money because of a purported student loan from 1983. Trouble is I’ve never had a student loan and have been out of school since 1982. I tried contacting Dept. of Education but, they basically said, tough luck. Can I try to get original documentation that will shed some light/proof of the who, what, and where of this transaction?
