Consolidation loans are also eligible for relief, as long as all of the underlying loans that were consolidated were ED-held loans and were disbursed on or before June 30, 2022. Additionally, consolidation loans comprised of any FFEL or Perkins loans not held by ED are also eligible, as long as the borrower applied for consolidation before Sept. 29, 2022.

Let me see if I understood this. You had an FFEL Loan, and you consolidated it so long ago (i.e., pre-2009), so it’s still an FFEL consolidation loan? If that is the case, you would NOT qualify for Biden’s plan. I feel like this is the scenario because it wouldn’t be privately held. The only way you have a privately-held loan is if you still have an FFEL consolidation loan or if you privately refinanced (at a lender like SoFi).

If you had an FFEL loan, and you consolidated it to a Direct Consolidation Loan prior to 9/29/2022, you can qualify for Biden’s plan.

From what I received via email today, it appears that (in addition to the qualified borrowers already detailed in your update) if one possesses a loan(s) that:
was part of the FFELP,
was originally government-held,
was consolidated (Direct Loan or otherwise) prior to 9/29/22,
and is now privately-held,
one is also eligible for forgiveness.
Example: I have a state-program-consolidated (‘05) FFELP loan originally held by Sallie Mae & since serviced by Navient.
Am i interpreting this correctly?
