Have you dialed the number in question? It’s the U.S. Department of Education FSA Ombudsman Office and you can verify for yourself at StudentAid.gov. What you likely experienced is called Caller ID Spoofing, and spam/scam companies do it all the time. See this notice from the FCC. Basically, a good rule of thumb is you should never answer your phone from numbers you don’t recognize. And then you validate the number and call them back. This applies to all financial institutions and legal institutions – Banks, Investment Firms, IRS, etc. You cannot trust caller ID numbers.

My daughter tried to reach the ombudsman today concerning her multiple attempts to apply for Teacher Loan Forgiveness through MOHELA and was shocked to find out that the phone number listed on the MOHELA form she received was a SCAM number. It is also the phone number you list in your article. This is reprehensible in so many ways.
